Let's not forget the Caligula built two gigantic and enormously expenses ships on Lake Nemi which were the height of first century luxury and, like a lot of what the WLB does, seem to serve no purpose except his own aggrandizement.
Well, trump only had 10 days, and he is already looking bad next to Caligula.
1. Caligula actually had public service experience as the quaestor before assuming the throne.
2. Caligula actually ruled with moderation and even generosity during his first 6 month as emperor, and didn't build walls or ban refugees in his first week.
3. Caligula actually published both his own personal and the public treasures accounts upon assuming his office, and didn't withhold his tax records.
