There are not many places in the World in which the US military can test it; what better place than testing it out on ISIS in a remote location in Afghanistan? 

Two MOABs were dropped during development of the weapon at Eglin AFB on the beautiful Florida Emerald Coast. Our government has plenty of places a lot more remote than that to conduct similar teats.

I don't know what the expiration date for one of those is; obviously, someone needs to build it, a defense contractor who needs to get paid on a regular basis.

There is no contractor. The total inventory of 15 GBU-43/B bombs was manufactured at the McAlester Army Ammunition Plant at a per unit cost of $170,000. The whole program cost $2,550,000. The plant is government-owned and government-operated.
