In my opinion, it was both. Intelligence obviously identified it as an ISIS position, while Trump and his military officials saw it as an opportunity to prove that he is somehow 'tougher' than Obama.
Of course, that's not exactly a good thing for Trump considering one of his main promises during his campaign was pulling out of the Middle East or at least reducing involvement. He is bound to lose supporters over his recent behaviour.
