It isn't either/or, it's both - if you work extra hours, you don't get paid for them. Instead, you get to go home.
Here, overtime pay isn't required, but most employers will pay 1.5x-2x an employee's hourly rate if they work more than 40 hours. Suppose you make $15/hour. This is $600 for a 40 hour work week. If you and your employer agree to 2x the hourly and you work 45 hours, you'll gross $800 for that week. Under the scheme proposed above, if you work 45 hours, your gross will be $675, but you'll be awarded five extra vacation hours, for a total of gross of $750 (assuming that vacation pay is the same as your hourly rate). If this happy state continues for a year, you'll lose $2600 under the proposed scheme.
It wasn't clear from the article, but I suspect employees will also be required to pay for their own lube to facilitate this corporate bumfucking.
