What neds to be done is to give formal education in schools, increase the level of awareness so that people can think critically without falling to easy demagoguery.
I have long maintained that courses in logic and rhetoric (in addition to 'civics' and history) are essential to a properly educated populace -- especially one with a political system such as ours. But that's a hard sell, at best, when we already are doing such a poor job teaching the current curriculum.
