No he's not. That would need Drumpfuck to be able to formulate plans and execute them, two things we know he's not capable of.
Case in point, this visit to Europe was supposed to be a full blown NATO conclave with a week long series of serious policy sessions, right up until the point when the State and Defence departments contacted the rest of the NATO countries and pleaded with them to downgrade it to a photo op and dinner, where stuff could be put to Trump that he would agree to and claim credit for, while being totally non-consequential.
