The Boy Scouts is an organization. A parade is a celebration. The two are not mutually exclusive.
This isn't the way I'd take it. From what I know of the Boy Scouts, they are granted government funding for some of their larger events. They are also allowed to recruit on public school grounds. This is the distinction I would make between these things. Parades like this are not tied up in the government in any way.
