You're talking about the myth of Roman persecutions of christians. They are simply made up, with the exception of the persecutions during the time of Diocletian. And we have enough documentary evidence from the Principate to know where they got them from, the jews, who were persecuted by Rome, largely for the three revolts between c70CE and c150CE.
