An irrational fear would be one that is either at odds with what we can know logically, or is out of scale with what we can know logically. Saying "irrational fear" is a shorthand expression.
I realize it's a shorthand expression. I think it's important to realize that "(ir)rational" is seemingly being used in two different senses in the subject (the first the shorthand version, the second meaning "in accordance with reason").
