I wouldn't put every citizen who lives under any government as always supporting their government. Plenty of refugees escape those places and we know from many they are glad they did.
There is a danger in thinking like that because once you do, you can potentially alienate those living under those governments who might be willing to work with you. That is how lots of our intel gathering works. You find people within those places who hate their government and you use them to spy on that government and disrupt their agendas.
North Korea is a horrible example, even if there were a majority that wanted to overthrow Kim, they would not be able to because he is a dictator. I don't know how old you are but back in 1989 this happened in China...

There are millions in China that would love to have a western open system. But because one party has controlled their government for so long it is virtually impossible even with those numbers, not to mention they have a population of 1 billion in any case.
But I do agree, even in the west we do sometimes elect some real assholes.
