The Grand Fenwick Strategy is predicated on picking a fight with someone with deep pockets and a susceptibility to guilt. Venezuela threatening war with Peru right now isn't going to have the desired result.
Granted, it would just be easier to dispense with the war and for the US to start sending them medicine, food, TP, medicine, food, money, food, medicine, building supplies, medicine, food and money unbidden, but so far, Venezuela hasn't really gotten any attention that they can put on their dinner plates. Sinking a USN navigation buoy and then immediately surrendering is probably a pretty damn good idea.
