If you mean by sheep, a desire to submit to the Lord of the worlds, that is true, without love towards the Creator and instead opposing him and hating to see what points to him and reminds of his existence, then yes by all means, those people just put their fingers in their ears. What can be done if people refuse to understand the clearest and simplest of reminders?
When reasons get's going, it get's going, otherwise, when ignorance rules the soul, and what reason points to is opposed, then not much can be done. And among the features of wisdom and intelligence, it knows that it ought to love what by definition ought to be loved and valued the most.
