It's not about attracting new users, but retaining people who stumble upon your site. Do you really think that a layout that contains cheap, late 90s style animations in the upper corners, absolutely no idea of color theory (mashing together bright, clashing colors is exactly what not to do), and hard to read links and content (font, color issues) is going to do anything but drive people away from the content you want them to view?
This has nothing to do with converting it into some kind of masterpiece written in Angular, or anything like that. It's about making your content the star of the show. It can be done, easily, with just HTML and CSS. The technology is not the issue. It's the design. And instead of making excuses and getting defensive, your time would be better spent actually doing something to not drive away those who you want to view your content.
Trust me, no one here is trying to engage in a "Oh, yeah? Well, my sites are written in this many lines of code, minimum" dick measuring contest with you. No one who actually makes sites semi-seriously does that. Most of the time we're looking for a way to avoid writing a lot of code, because that means more shit that can go wrong, and more shit to maintain/edit/change/test/etc.
