Probably because far too many cops are pricks, C/L.
1,110 people have been gunned down by the cops so far in 2017. That is 3.3 per day.
For comparison, in Germany it was recently noted that the cops have killed 269 people..... since 1990.

So you can pretend there is no problem but you are just kidding yourself. And this civil forfeiture shit is just another way to make the cops into robbers.
Cops are in the business of dealing with the most dangerous, violent people in the country. If there is a shooter somewhere killing people, they are the ones that are going to show up while everyone else is going to be running the other way. They're the ones we call when we are in danger and need rescuing.
How many of those killings are justified? Done for self defense or in defense of others?
I'm certainly not saying every cop is good. There are some awful ones out there and they need to be called out and their unjust violence needs to be talked about. But lumping all cop killings together as if they were ALL unjustified, is misleading, don't you think?
Also, Germany is a much smaller country, with less people and less violent crime. It's a pointless comparison.
