Sure, why not. I'm not sure if many US voters would be swayed by the opinions of foreign leaders, but I'm sure there are some that exist.
I think we need to be careful to distinguish between foreign leaders endorsing someone, and hacking into emails, spreading fake news & propaganda, though.
