Malls have great locations for repurposing too. When teens were still OK going to mall, they were always crowded with them on snow days when school administrators agreed even Iditarod sled dog teams couldn't reach their facilities.
I'm actually not seeing any impediments to the Dems in congress launching a mall repurposing bill with some incentives. Wouldn't take much 'pub buy in to have a win-win on this issue. Lordy knows enough neighborhoods and city areas are being blighted with dead malls. Some kind of national TIF bill (or something more appropriate) might be just the ticket.
How many malls owned by 'pubs after all, and maintaining their value as assets would seem to be a no brainer to their constituency, and the Dems would be on board for facilities for drug rehab, elders/hospice care, parolee reintroduction/halfway houses. And at last, such facilities could be spacious and airy and open, I'd bet they work better. Hell, malls surrounded by vast parking lots, add some green spaces around them and the Greenies and NIMBYs would be on board too.
