I don't think the garbage truck was racing the train. More likely the truck stalled on the tracks and the driver was occupied with restarting it and didn't notice the train coming until it is too late.
Also I wouldn't be surprised if the graded crossing was near a curve on the track so line of sight down the the direction of the train's approach is limited.
Given that the chassis and cab of the truck looks reasonably intact, I suspect the collision isn't that violent. The train probably grazed the back of the truck, took the garbage container off the chassis and spun the chassis off the track. In a real high speed T-bone collision between a locomotive and a large truck, the chassis of the truck would be bent into a deep U shape and wrapped around the front of the locomotive.
