It appears that much of the damage was utility damage, so one would think that either it is covered by insurance, or else they will pass the cost on to their customers like they always do.
Having said that, there appears to be a lot of flooding damage as well, but it will likely take time to assess that damage.
I seem to recall the Republicans making similar statements after Katrina. One would think that after the public backlash from that fiasco, they would have learned not to say such things or even suggest that the Feds can't or shouldn't help. So we have Canter saying lets cut the budget in response to a disaster, we have Paul saying that we don't need FEMA, and Bachman saying lets get rid of the EPA and drill in the Everglades. Yeah, that'll help their chances come 12012. Or not.
