If somebody took an eye; take "their eye". Don't take the eye of their sons.
They commit the crime; not their sons and daughters. Burn the soldiers; why burn the civilians who did nothing?
And there were very few non-combatants in Japan at the time, by the declaration of the Japanese War Minister. He also put the war industries in the civilian homes, making them legitimate war targets. If you want to blame someone for the deaths, blame General Anami.
