No. Contexts decide what we should speak or not speak about.

Second, you write down what you want to speak about.

What you're doing, is taking huge turns to avoid the direct subject; and the main subject of the topic.
The context again is "western terrorism": The western regimes and governments were built after rivers of blood, represented in the intentional murder of 100 Million people including large numbers of civilians. We discussed the American & British bombing of the city of Hamburg during the war as an example of the terrorism. These two super powers targeted children and civilians with incendiary weapons; creating one of the largest firestorms in history.
