This saying is correct only in part because consciousness doesn't necessary need a brain to exist.
Plants have consciousness.
In fact nothing can exist without consciousness so it is obvious that plants too can suffer.

By eating plants however the suffer that we cause is minimal.
We have no choice but to make something suffer in order to survive.
Conscious people however chose to eat what cause less suffering such as plant food which by the way is more healthy being free from saturated fats and cholesterol.
