Nations ALWAYS act in their perceived best interest. ALL non hostile relations between nations are quid pro quo. Hostile relations may of course be unilateral and/or pre emptive,as say the Nazi invasion of Poland or the US invasion of Iraq or even currently, the UN attacking Libya. As a TV commentator said last night ;"if Libya had oranges instead of oil, I wonder how fast the UN would have acted." Same goes for the US and Iraq.
