I have worked at a movie theater and cleaned BOTH bathrooms. I can tell you between the two the FEMALE bathroom ON AVERAGE is about the same Not because of females, but because KIDS usually go into a bathroom more with their mothers.
I've also been in public bathrooms with my late elderly mother and seen public bathroom stalls that looked like a brown bomb went off in them.
The issue isn't male or female, but nobody likes making a mess and cleaning up after themselves.
Pretty much the same with BOTH male or female smokers. If you ever spent time cleaning up a parking lot of cigarette butts, you know both sexes are inconsiderate fucks almost equally.
You are suffering selection bias and sample rate error.
It has more to do with "it's not my own home" than it has to do with public venues or private businesses. I have seen disasters in both.
Humans take their own dwellings more seriously than the ones they don't use every day.
Unfortunately, I've never had the pleasure of being in a female washroom and therefore could not comment about its cleanliness.

1. Parents take their kids into bathrooms all the time. They are not always together, or even married when they do that, and I am sure most of the time the parent will take the kid into the bathroom they are comfortable with when the kid is old enough.
2. Adults have elderly parents they take care of.
3. People have jobs where they have to clean up both bathrooms.
Having had jobs cleaning up both I can tell you both CAN be equally messy.
Having had to take my elderly mother into female bathrooms, I have seen just as bad.
Having worked at a movie theater I have cleaned up both bathrooms.
