No there not there a patch work of questionable ideas for the early enlightenment that even there own writers often violated. Their are way better documents on government . Plato's the Republic  and the writings of   Henri de Saint-Simon (the founder of socialism)blow both documents away on insights into the nature of government and the rights of man .
