It is His will, as stated in Scripture, that sin can be punished down the generations. However, life is only temporary and that child may turn out to be amazing despite the birth defects. We all have birth defects to varying degrees. Nobody is perfect. We are all designed to decay and die. The entire universe is designed to die.
Again, if the child that is defective accomplishes great achievements and is a Christian, glory is given to God.
No, the fetus is being designed in the womb by the Lord.
