I dont think so. I assume He probably has a very good reason for creating a natural world. All we can see is the here and now, which is a tiny speck in proportion to eternity and the entire universe. There's no way we can say, with our extremely limited knowledge, that everything would be better off overall if God did certain
things differently.

However limited our knowledge is we do know that anyone capable of preventing child rape, and that has all the power and knowledge of preventing it without any cost to themselves whatsoever, and yet refuses to do so nonetheless, is extremely immoral.
