Technically, he said "Befehl ist Befehl." Strictly speaking, it's "an order's an order." It's a subtle difference and it may not mean much to the people suffering under it, but it does speak to the different way the Germans and the Anglosphere perceived it; the militarized Germans just did what they were told, and the Allies saw it as trying to weasel out of a sticky situation.
