Technically, he said "Befehl ist Befehl." Strictly speaking, it's "an order's an order." It's a subtle difference and it may not mean much to the people suffering under it, but it does speak to the different way the Germans and the Anglosphere perceived it; the militarized Germans just did what they were told, and the Allies saw it as trying to weasel out of a sticky situation.

The Allies were a bunch of santimonious pricks who committed just as many war crimes as the Axis did.  Their prosecution of the Nazis was political and not based on any idea of justice.  If it had been they would have ended up hanging a lot of the Allies' leadership.
