It is a universal military custom, even between officers of different militaries, for the higher ranking officer to drop his solute first and for the lower ranking officer to hold his solute until the higher ranking officer had dropped his as a mark of deference. So This particular photo is almost certainly selected for Kim to show trump the leader of the great enemy came groveling and paid deference not only to the “young marshal”, but even to just a lower ranking minion, thus authenticating the story of his glorious victory to his domestic audience.

It is also a break in protocol for civilian head of state to return a military solute from non-allied foreign military official.
