The 'doing wrong' by a country is more properly attributed to the actions of its government. In late life, Twain explained the above remark more or less as follows (not an exact quote):

What I do not support, and cannot stomach, are laws promulgated to let the white man prosper at the expense of the colored or the Indian or the Chinaman, to let men prosper through the disadvantaging of women, to let anyone prosper through the labour of children in mines and mills and factories. When I support my country, that support is not divisible from the desire to challenge the wrong done by my government.'
