Enlisted personnel generally come from the poorer part of the populace. I know that fits my case. It ended up with me being able to get a university degree after I departed the Navy, first degreed ever, even among my cousins. Wealthier people can afford to have their spawn get a degree before entering the service, or keep them out altogether. The well connected can get a congress critter's recommendation for matriculation through a service academy, thereby having their spawn educated with taxpaer's dollars, with the added benefit of being an academy grad. Lots of politics in that!
ETA my real point. Poorer people expect less, because they have started with less. They're considered cannon fodder, and the shit that happens to them is of little concern for the big shots.
