That's not how it works here, at least not for non-farmed/ranched animals and usually not even then.

Whitetail are similar here. There are limits on the age of buck (number of points on antlers) and for doe licenses are more limited and sometimes the season is shorter.
I was curious, so I looked it up. Black giraffe may be rare, but they are not a species of giraffe, but old giraffe. If they where estimating an age of 18 for this one, then it likely only had a few years left. Most of the stories are on the outrage for this, and most stories that pop up when searching for black giraffe, seem to be about this. I did also find attached to this story, that this hunting provided 2000 lbs of meat to local people, and orphanages.
