As someone with a foot fetish, when a girl walks into my line of sight wearing sandals, I'm going to stare, especially if the feet they encase look beautiful, much in the same way most other men look at breasts. At this point, this is the only reason I can see as to why it's illegal (for the most part) or improper for women to bare their breasts in public. And I strongly suspect my being a foot fetishist (obsessed with a part of the body women can expose more or less with impunity) has helped me look at the issue with a different perspective.
It's illegal to show one's breasts in public as it is to show one's cock or vagina in public. That's how I view it.
