Personally, I find breast feeding in public to be a lovely thing to see, in a non-sexy way, totally natural and I don't stare.
It's not just healthy for mum and kid, but for society also.
I think it would be quite unsupportive of mothers to make them go and hide in a designated room.
Find a map of your local area with public toilets marked and tell mothers with babies that they must not stray far from these areas, it's oppressive.
