Akshay Venkatesh, who was born in India and moved to Australia at the age of 2, was one of the recipients. In 2014, Manjul Bhargava, a Canadian of Indian descent, was awarded the Fields Medal. I hereby retract anything I may have said about the intellectual inferiority of Indians. However, I will note that neither of these mathematicians were educated in India; that seems to be key.
Another country that has had 2 recipients in consecutive years is Iran. They look like another force to be reckoned with.

Values of extreme outliers samples do not provide pursuasive indications of the likely average of large populations.
When you have a billion people, statistical anomalies start working pretty strongly in your favor.
