The problem is you're looking at that sentence alone without reference to anything else; ie you're not seeing it in the context of the rules as a whole;
1. It is defined elsewhere in the rules what constitutes unacceptable interpersonal behaviour; eg trolling and flaming.
2. Carte blanche means 'blank cheque' or 'free hand'... that is, with context in square brackets "Note: that this does not give you a carte blanche to act in an insulting or rude manner in other areas of the forums [ie with impunity from the normal rules for dealing with unacceptable behaviour, as defined elsewhere in the rules... eg trolling and flaming].
3. And where the first part of the rules for the Introductions forum is saying essentially that the threshold is lowered... so elsewhere in the forum it would require trolling and/or flaming to merit staff action, but in the Introductions forum, even rude and insulting behaviour that does not rise to the level of trolling/flaming will not be tolerated.
The rules allow for the fact that people get angry and arguments can get heated, and in that context, insults can fly... that's just part of being human. It's when it goes too far, or doesn't add anything to the discussion, that it starts to head into trolling/flaming territory, and requires staff action.
