The word "coon" means something completely different when used by a person of color in reference to another person of color.

Usually reserved for those blacks who have no problem perpetrating negative stereotypes of black people.

Or

Antics and behavior displayed by certain individuals in the Black culture, the end result being the embarrassment of the rest of the upstanding Black community. 

Aka "coonery and buffoonery"

For instance Jerry Rice was cooning in this popeys commercial.

The traditional story related to the creation of the Klan uniform is that the whites of the time observed the religions and beliefs of the Negros, including Santeria and Voodoo. From these systems they surmised that the Negros were obsessed with spirits, and the dead. From this came the original "ghost" costume, designed to terrorize the "superstitious" blacks.
