We dont even know what the univese mostly consists of (bar empty space). Its about 2% baryonic matter some 20% so called "dark matter" and some 70% so called "dark energy", both of which we currently have close to no clue what they exactly are.
But, hey, maybe you have access to more information than the rest of the (scientific) world. Open your magic book and look for dark matter or dark energy. Please do share your findings.
Lets for a second stick to our 2% baryonic matter, for the sake of argument:
The average density of the observable universe is 6 protons / m^3: SIX.PROTONS.PER.CUBIC.METER
You may call this being "chaotic", i call it being "fucking 99,99999999999999999999999999999999999999999999% empty" (i actually calculated roughly: diameter of a proton is 1,7 x 10^-15m. Result is maybe still off by a fator of 10. so you may remove a 9 somewhere, as you like). Now, you probably call this "chaotic", to me, being nearly completely empty seems to be quite orderly. So maybe its "especially ordered within an already ordered, almost empty universe"? How many protons would a less ordered universe contain, not being created by your imaginary friend, and how would these protons be arranged?

Chaos, order? Wtf are you even talking about? The universe is constantly expanding. So ...order, chaos....at what time in the history of the universe?
In the end your statement just shows your colossal ignorance and colossal lack of awareness of your ignorance.
Since i have started to read this thread i came to two conclusions:
#1 Einstein was right....about the universe and human ignorance
#2 The universe may consist of an additional 1% dork energy
