I'm going to go on record here and say that I don't believe that particular thing. The universe is phenomenally large, and only now is a space probe heading out of this solar system.
Currently there are no verified contacts with any species in any other star system, not even nearby ones like Proxima and Alpha Centauri. It is not yet possible to judge the comparative intelligence of humans relative to other species living in the universe. At most one can say "humans are the highest form of intelligence that we currently know of."
