In early 20th century novels (e.g. Henry James) "making love" means something like flirting. Or speaking lovingly to one another.
It's kind of a surprise when you read "the happy couple was making love on the sofa during the party." Even though it's not that kind of party.
I don't know when the Good News translation was made, but it might not mean sex.
