If it's watery and something is burying it, what do you suppose that could be?  You swimming with a shovel?

I'm sure there are sources that say "flooding", but do we really need to delve that deep into it?  If so, I'm sure we can.

I'll happily accept any reputable citation that 'fossils are almost always the result of flooding'.

Sure.  That was my explanation of it off the top of my head, so I didn't use a source for it, but here an explanation from Science Views that states pretty much the same thing.  Here is a quote from it, but there are a few more paragraphs in the actual work.

"Fossils are formed in a number of different ways, but most are formed when a plant or animal dies in a watery environment and is buried in mud and silt. Soft tissues quickly decompose leaving the hard bones or shells behind. Over time sediment builds over the top and hardens into rock. As the encased bones decay, minerals seep in replacing the organic material cell by cell in a process called "petrification." Alternatively the bones may completely decay leaving a cast of the organism. The void left behind may then fill with minerals making a stone replica of the organism. "

Indeed, in some areas we can find fossils of ancient sea creatures on mountaintops and high elevations. But, at the time of the Flood, the earth was populated by people with technology for boatbuilding. Why are none of their fossilized boats, tools, domestic animals or human skeletons mixed with those of the ancient sea creatures?

Because they are?

Not a lot, but we also have different forms of mobility and our environment is often different.   That doesn't mean they can't be mixed together, but it doesn't mean it's a rule that they have to be.
