Okay, lets grant you this 'True design' in regards to mutations.
How does/might it work/happen?
So called 'Fine tuning' just sets the table.
How does the designing 'Thing' derandomize the mutation events?
He has derandomized them as we have found them. My point was He created all this fine-tuning. Not sure the details of all the implementation of His design but some of it is obvious as we observe.
