THE ANSWER IS...white noise (static in a radio receiver).

That is correct, but I really should have made my question different. I was looking for the fact that the guys went to the desperate point of even chasing pigeons out of the receiver and scrapping the poo out too, only to discover the universal noise they kept hearing didn't change even after that.

They kept tweaking the receiver trying to eliminate superfluous interference and after all that checking and double checking and triple checking figured out the noise was not coming from the planet itself.
