No, my answer is that it's a mug's game attempting to determine what extraterrestrial intelligent life would look like.
I think you're misreading what Tyson said in that clip. Simply because the elements on earth can be found throughout the universe, there's no requirement that all living things look alike. Of all the life on this planet, only a handful of species look like us. Hundreds of species survive quite happily in conditions that would make you want to lie down. If biological evolution had proceeded even slightly differently, there's no real reason to expect that primates (or even mammals) would be the dominant species on earth.
Even postulating a planet with the same gravity and chemistry as the Earth, you would be very unlikely to find Earth-like creatures there, intelligent or not. Does your exoplanet have plate tectonics? A strong magnetic field? How about a molten core? A big fat moon? ALL of these things helped life get where it is on Earth.
And the Horta's goal was to protect its eggs, but that's not where the intelligence comes i. With a whole colony of miners looking to kill it, it managed to elude them. It wrote a note to Our Heroes. In English. Sounds pretty bright to me.
