So SETI almost makes itself sound useless in that article.
Immaterial to the topic at hand. It is your contention that SETI have searched enough of the sky to determine there are no ET civilizations. The points I listed, as well as yours about the frequencies, show that only a tiny, tiny sliver of available space has been looked at, which pretty much demolishes your contention.
