I suspect that this is going to be the best answer.
No where in the world will have all the benefits of the US and none of its problems. Especially if someone wants special help with disabilities from day one, finding somewhere to move is going to be tough.
If you live in a blue county and don't watch the news, you probably have as much chance at peace as anywhere on earth.
