In the hope that they won't have to kill people and break things. Being on the pointy end of the stick means the military takes it on the chin for the folks back home. Kurtz was a comic book character.
Less so in the book than in the film. A lot of horrific shit happened in Congo Free State, and the Kurtz character was inspired by the real behaviour of real loonies.
