Pearl Harbor was a military target.

The Tokyo Fire Bombing was cowardly terrorism against civilians. Totally shameful and inexcusable.

Pearl Harbor was a cowardly attack.  The Japanese lacked the gumption to formally declare war.  You are just mad because your religion and it's hateful theology has failed you.  That is why you're here.

Guimudaijin did finally write a declaration of war, AFTER they learned about the attacks on American and British territories. The military didn't tell them about the start of the Great Pacific War until it had already begun.

I don't blame them, actually.
