In New Zealand if you overpay your income tax, Inland Revenue are required to return the overage by the same method with which you paid (they don’t apply the overage to next year’s taxes). We have a friend who deliberately overpays by mail every year in the amount of $1.29. It costs $1.30 in postage for the government to mail him his paper check.

It costs a lot more than the $1.30 in overhead with all those asses that are warming chairs. It's a good thing not a lot of people do that, because it's a real waste of taxpayer's money. Even if it does make him some sort of happy.
