In New Zealand if you overpay your income tax, Inland Revenue are required to return the overage by the same method with which you paid (they don’t apply the overage to next year’s taxes). We have a friend who deliberately overpays by mail every year in the amount of $1.29. It costs $1.30 in postage for the government to mail him his paper check.

This does not work anymore - somebody in government figured it out -
But it used to work - and relied on paper shufflers being paper shufflers....
I got a speeding ticket for 36 mph in a 35 mph zone. (Really... No shit. No exageration - totally true)
Normally it would get you 2 points on your license and a jump in your insurance rate.
The ticket ammounted to $75. I mailed a check for $76. They sent me a return check for $1 - which I promptly threw away. 2 months later I got a letter with another $1 check - which also got round filed.
See - the crat who did moving violations tickets had me in the "in process" file. After several more tries z they gave up - but never assigned points to my license or informed my insurance company....
Vogons - all of 'em.
